Carlton, Governor of Florida, Tallahassee, Florida, My dear Governor Carlton:- Desiring to bring the youth of my congressional district closer to an interest in government, I have made the following plan: In every high school in the district I am arranging that the students shall select, by their vote, the three girls and three boys in the school who have been the best citizens during the year. From this number the faculty are to select the one boy and one girl in each county who is their choice. At Easter, I propose to bring these thirty-six (36) young people to Washington for a week’s trip to study American History and government. As a reward for their own citizenship in their schools, we will study together the fundamentals of national citizenship. An eagerness to be chosen for this Washington trip is stimulating a laudable spirit amongst all the pupils in the high school. I would be very grateful if you would give me a brief statement which I could include in the noticies to be posted in all the schools - either with regard to this specific plan, or an general encouragement of the project of increasing an interest in government amongst the boys and girls who are preparing to undertake the responsibilities which citizenship in a republic implies.
