We must face the fact that any bill has heavy sledding in this short session, with the economy hysteria coloring everything, and everyone tired and ill-tempered; but I was delighted to let you know that the Public Lands Committee had passed the resolution asking for a special rule for the bill's immediate consideration. Congressman Scott Leavitt's help was invaulable. Immediately on the passage of the resolution, Congressman Drane and I hastened to the Rules Committee and presented an appeal for the bill. Congressman Yon is also helping manfully. We will leave no stone unturned to secure a special rule from the Committee and make the strongest plan possible for the bill before the House if the is secured.
